Sometime in the 1990's, US military contractor, Science Applications International Corporation (SAIC), was commissioned to hold a futuristic workshop, presenting strategic battlefield scenarios in which horrific new bio-weapons would be used. 'The Biotechnology 20/20 Workshop', as it was called, surveyed the whole gamut of bizarre weapons available, focusing on '…….. an all too credible array of deadly goodies that could be militarily viable by 2015 -2020 ……. not only leading to the death of distance, but the end of battlefields'. For there is no defence, as Pat Roy Mooney of RAFI (Rural Advancement Foundation International), says regarding biological warfare, in his thought-provoking work on 'The ETC Century: Erosion, Technological Transformation and Corporate Concentration in the 21st Century. Flying high over Venezuela’s southeastern territories, a plane banks and fires into a mass of clouds.
Venezuela is not at war with the skies but with a severe drought that has caused an electricity crisis and forced the government to resort to unconventional methods to make it rain.

The government began “bombing clouds,” or cloud seeding, late last year after it emerged that the country was facing a dire water shortage.
